The problem

Ecodesign for Sustainable Products Regulation (EU) 2024/1781

ESPR makes Digital Product Passports the general instrument for most physical goods. Batteries do not wait for product-specific delegated acts: their passport is already fixed in the Battery Regulation. ESPR also requires a DPP registry for unique identifiers, including those used for batteries.

A second Union layer sits beside the Battery Regulation: identifier infrastructure, interoperability, and the wider DPP system.

Where LOOBA sits

LOOBA is not a passport issuing authority. Core service 1.9 closes out passport data at end-of-life. Identifier coupling is how EPR records sit on the same unique identifier.
